How to measure handoff completeness in legal operations
Handoff completeness measures whether a matter moves between owners with the record, decision and next action needed by the receiving team.
Handoff completeness is the share of transfers between teams that contain the fields needed for the receiving owner to continue the matter. The fields should be defined for the workflow rather than inferred after a problem occurs.
A register can record the sending owner, receiving owner, transfer date, current decision, key documents and next action. A review can then sample transfers and compare the record with the underlying matter file.
The measure is useful because a matter can appear assigned while the receiving team still lacks the context to act. It may point to a missing intake field, an unclear approval boundary or a system that does not carry the relevant record forward.
The metric can be gamed by completing fields with generic text. Sampling keeps the focus on usable context.
